Opportunity Information: Apply for FR 6800 N 13
The Lead Hazard Reduction Grant Program is a discretionary grant opportunity from the U.S. Department of Housing and Urban Development (HUD) designed to reduce childhood lead poisoning by funding local, comprehensive efforts to find and control lead-based paint hazards. The central goal is to protect children under age six by supporting hazard identification and remediation in eligible privately owned housing, including both rental properties and owner-occupied homes. Alongside the core lead hazard work, applicants can also seek Healthy Homes Supplemental funding, which is meant to strengthen the impact of lead interventions by also addressing other health and safety issues in the home that can affect residents well-being.
Eligible applicants are limited to governmental entities: cities, counties/parishes, and other units of local government, plus certain states and federally recognized Native American Tribes. For states and tribes, eligibility depends on having an EPA-authorized lead abatement certification program in place by the application submission deadline. The program does not allow individuals, foreign entities, or sole proprietorships to apply or receive awards. Applicants may submit proposals as a consortium, which can be useful for pooling capacity or meeting threshold conditions, but the group must designate a principal (lead) applicant who is responsible for ensuring the entire application and resulting program meet the Notice of Funding Opportunity (NOFO) requirements. Each participating entity in a consortium must also meet the Resolution of Civil Rights Matters threshold requirement.
HUD also includes an important governance documentation requirement: if the applying department or agency is not directly connected through a clear chain of command to the jurisdiction chief executive (such as a governor, mayor, or county executive), the application must identify the statute(s) that legally establish the department or agency as part of the government. Applicants must either attach the relevant statutory language or provide a specific, freely accessible web address where the statutory authority can be verified. This is meant to ensure the applicant has clear governmental standing and authority to administer the grant.
Funding amounts depend on which category an applicant qualifies for and their recent grant history. Jurisdictions with especially high lead abatement needs may apply under the Highest Lead-Based Paint Abatement Needs category for up to $7,000,000, but only if they have at least 3,500 occupied pre-1940 rental housing units, either on their own or collectively through a consortium. Other jurisdictions typically fall under lower maximums: first-time grantees, or jurisdictions whose prior lead hazard control grant ended two or more years before the deadline, may request up to $4,000,000; jurisdictions whose previous grant ended less than two years before the deadline may request up to $5,000,000. If an applicant requests funding under the highest-need category but does not actually meet the qualifying criteria, HUD will move the application into the general pool and reduce the request to the applicable cap ($4,000,000 or $5,000,000, depending on the applicant category) if the original request exceeded that limit. Eligible high-need applicants are also allowed to apply under the Other Jurisdictions category instead, if they prefer.
In terms of the basic opportunity details, the program is listed under CFDA number 14.905 and is offered as a grant (not a contract). The funding opportunity number is FR 6800 N 13. HUD anticipated up to 71 awards, with an award ceiling of $7,000,000. The opportunity was created on June 21, 2024, and the original application closing date was August 19, 2024. Overall, the program is aimed at helping local governments run coordinated lead hazard control programs that measurably reduce exposure risks in older housing, with the option to bundle broader healthy homes interventions to improve overall housing-related health outcomes.Apply for FR 6800 N 13
