Proposed projects must have a target beneficiary group that is at least 50 percent refugees, internally displaced persons (IDPs), or returned refugees. PRM also signals specific interest in work that prevents or resolves statelessness and in strengthening equal access to protection, assistance, and longer-term solutions for LGBTQI refugees, IDPs, and stateless persons. While projects that also support host communities may receive favorable consideration, the funding is not intended to function as an emergency or rapid-response mechanism; instead, it is meant to address persistent gaps with well-defined activities and outcomes.
Award details are straightforward: the funding instrument is a grant, with an expected performance period of 6 to 12 months, and projects must be completed within 12 months or less. The anticipated program start date is July 2023. The notice lists CFDA number 19.520 and frames the funding as provided under the Migration/Refugee Act through the Julia Taft Refugee Fund.
Eligibility is geared toward nonprofit entities. Eligible applicants include not-for-profit organizations such as international and local NGOs, civil society groups, community-based organizations, faith-based organizations, and think tanks. Local Ukrainian NGOs are explicitly prioritized. While the notice references that individuals are not required to have a UEI or SAM registration, the practical thrust of the opportunity is organizational, and any organization seeking an award must have a Unique Entity Identifier (UEI) and an active registration in SAM.gov to be considered eligible.
A major compliance requirement is federal entity registration. Organizations must register in SAM.gov (which generates the UEI) and have the necessary CAGE/NCAGE code, with foreign-based organizations required to obtain an NCAGE code before completing SAM registration. Registration and renewals can take time (the notice warns that CAGE/NCAGE and SAM actions can take up to about 10 days), and SAM registrations must be renewed annually to stay active. Applicants listed as excluded in SAM (debarred or suspended under relevant federal rules) are not eligible for an assistance award. The notice also clarifies that DUNS numbers are no longer required as of April 2022.
The application package must be complete, clearly tied to the fund objectives, and submitted in the required format. All documents must be in English, budgets must be in U.S. dollars, and pages should be numbered. Required components include the standard federal forms SF-424, SF-424A, and SF-424B (with a note that Embassy Kyiv will assist with these forms if an application is selected), a summary page/cover sheet with basic project identifiers and dates, and a proposal narrative of no more than seven pages. The proposal must be written so that a reader unfamiliar with the applicant can understand exactly what will be done, why it is needed, and how success will be measured.
Within the seven-page proposal, applicants are expected to cover: a concise program summary with objectives and anticipated impact; an introduction to the organization including operational background and any prior U.S. government or Embassy Kyiv grants; a strong problem statement; clear goals and measurable objectives; a description of activities; a methods/design section explaining how the approach will achieve results (including a logic model if appropriate); a timeline with dates and locations; key personnel roles, qualifications, and level of effort; a monitoring and evaluation plan that tracks implementation and measures progress toward goals; and a sustainability or future funding plan for continuation beyond the grant period when applicable.
Budget materials must include the SF-424A and a separate budget justification narrative that explains each cost in detail. Additional attachments are required, including one-page CVs or resumes for key personnel, letters of support from partners describing each partner’s responsibilities, and any official permission letters needed for the proposed activities.
Timing and submission instructions are specific. Embassy Kyiv began accepting applications on January 1, 2023, and applications were due by January 23, 2023.
